Olavo Chinaglia, a former commissioner at Brazil’s competition enforcer CADE, has left Veirano Advogados to join Pereira Neto | Macedo Advogados as a partner in São Paulo.
Chinaglia, 40, says he is ready for a new challenge and is particularly looking forward to working with his new fellow partner Caio Mario da Silva Pereira Neto.
“Caio Mario has been a friend for 20 years,” he says. “When I left the authority, Caio and I discussed the possibility of me joining his firm then. But I wanted to work at a larger practice because I had been out of private practice for four years.”
Now, after working on some of Brazil’s biggest cases, Chinaglia felt the time was right to join forces. “The idea of joining Caio was never abandoned. And after three years back in the market I have been seduced by the idea of merging our teams,” he said.
Since he joined Veirano in 2012, Chinaglia has worked on a range of high-profile mergers and behavioural cases. He advised FlexAir, a leader in Brazil’s liquified natural gas market, during its abuse of dominance case in front of CADE.
Chinaglia has also worked on several merger cases involving higher education and advised GlaxoSmithKline on the Brazilian segment of its global three-way transaction with Novartis. The companies agreed to divest a package of assets related to GSK’s main product to treat addiction through nicotine tablets and patches and put in place safeguards to prevent the exchange of information between Novartis and the companies’ joint venture.
Before joining Veirano, Chinaglia spent four years as a commissioner at CADE and served as interim president in his final year. In that time he oversaw the authority’s transition to a pre-merger review system; Brazil previously had allowed post-closing notification of mergers.
Caio Mario da Silva Pereira Neto says hiring Chinaglia is part of the firm’s growth as it looks to build on a successful couple of years. “Olavo fits perfectly in this context, bringing expertise, seniority and more manpower to our team,” he said.

Pereira Neto Macedo Advogados now has four partners in its integrated antitrust and regulation department.
